Use of mobile phones / devices on chemical sites

A member with a large chemicals manufacturing site with approx 600 staff and 200 resident contractors is interested to hear how other sites police the carrying of mobile phones and devices on their plants, especially where they have hazardous areas or zones. Is the best policy to prevent them being allowed onto site in the first place? They are under increasing pressure to allow these devices onto site but are concerned that they will not be able to police it. Can members please share their advice or experience?
