Looking for positive leading indicators - long term targets

A company writes: "we want to set some long term (3-5yr) safety targets which are not based on incident numbers - which only record how badly we do rather than how well. Our number of RIDDOR incidents shows no clear trend and we don't want to discourage people from reporting incidents.

Does any member have examples of targets/measures which reflect more positive aspects?"
