Wearing fall protection PPE on scaffold

Following a fall from height, a panel of inquiry has recommended that we "... should consider the need for persons working on scaffolds [excluding scaffolders] to use working at height PPE at the point of work, i.e. fall prevention or fall arrest equipment". Has anyone carried out a review along these lines and would be willing to share the results?
