Toilet Provision

I am aware of the legal requirements regarding the number of facilities we are required to provide in the "workplace". However, does anyone know what the position is if the staff toilets in a retail outlet are made available to the public?
In addition if another outlet has a public cafe, we obviously need to provide the necessary but could these be counted in the "employee" calculation? and again should we be providing more than the statutory workplace regs minimum?
