Evacuation Lifts - disabled self operation rules and spec

Do any companies permit people, specifically the disabled, to self-operate evacuation lifts during building evacuations? Our evac lifts "go to ground" when the alarm is triggered and we then rely on trained personnel to operate the lift using a key.

The engineering specification is a key factor so we would like to follow up your written answer by phone.
