Government scheme for cycling

Has any member taken advantage of the Government scheme which introduced an annual tax exemption to encourage employers to loan cycles and cyclists' safety equipment to employees as a tax-free benefit? If so, how did you manage the risks arising from the duty of care for anything that is "company supplied" eg. the suitability of the bike, mechanical state of the bike, tyres, brakes, suitable training for the rider, lights, high visibility clothing, helmet etc?
