Regulatory Reform (Fire Safety) Order - Control and Responsible person

Does any Member have any experience of inspecting officers and their interpretation of the "responsible person" & what is considered to be covered by the term "control". For example would a store manager in multi-site retail operation be considerd to have a sufficient degree of control to be considered as the Responsible Person? As I understand it there is the option for an organisation to "nominate" the position say to Sales Director who could be considered as exercising control.
