Shared service model for Health & Safety - avoiding the pitfalls

We are in the process of moving six separate companies to one location and are considering centralising the Health, Safety & Environment resource. We would like to ensure that we do not lose ‘local’ H&S management expertise and avoid HS & E becoming viewed as a type of IT help desk.

Can other members who have this model tell us how it was implemented and help us avoid these pitfalls?
