Low cost supplier policy in Foreign Operations

We are establishing a low cost equipment supplier base for countries such as China. Because as a company we will endeavour to reduce costs we will inevitably need to accept greater risk from those suppliers. Since we will address the quality issues with these suppliers so we should address the safety issues at the same time. I would like to produce a low cost supplier policy. Does anyone have such a policy?
