Emergency Specific Drill Training

As part of our H&S Management System, we have a number of processes for emergency drills other than Fire (e.g. Bomb Threat, Lift Failure, Major Spillage, Gas Release, Fatal or Major Accident, Power Failure). As these processes mainly require involvement from certain specific individuals, does anyone have any good suggestions for how to complete such scenario training in a low key manner without involving the entire population of the office?
