Office footwear policy following slips trips and falls - experiences please

Following a number of slips trips and falls, my organisation is considering introducing a policy requiring 'sensible shoes' in an office environment. Some employees have been known to wear open-toed sandals, even flip flops in the summer which most people would agree is not appropriate. We forecast some sensitivity, however, if we implement and enforce a policy on footwear particularly among the female population. What are members experiences and views on this topic?
