Managing non English-Speaking Contractors

Through an agency, we are finding ourselves having to take on non English-speaking labourers (Polish & Portuguese) on mostly short-term contracts. As part of our duty of care, they are always shadowed by an English speaking employee - which is far from ideal.

How do other companies manage such contractors? Do you have a policy or guideline we can learn from?
