Safe Systems for Surveying Roofs

For the average surveyor the inspection of flat roofs is an almost daily occurrence. Advice from bodies such as the HSE (taken from 'Working on roofs' INDG284) seems to indicate that it is not possible to inspect roofs without physical barriers being set up or the use of a fall arrest system.

I am interested in what arrangements (be they physical or risk assessment) that other surveyors are making for straightforward flat roof inspections.
