Improving Safety Performance - Line Management Role

We are looking to reduce the number of dedicated safety staff within the company and put the responsibility for delivering safety and improving safety performance back into the line management role.
Has any member attempted this excersise? If so, what performance indicaters were used to assess whether this course of action was successful in improving safety performance? What lessons were learned?
