Ladder to Safety Gate:Support of Body Weight permitted?

Does anyone have written advice on the procedure to be followed when stepping from a fixed ladder onto a fixed platform fitted with a safety gate*, and vise-versa. (* Safety gates are typically found in petrochem plants, power stations, offshore platforms etc...). Are employees instructed not to use the gate for supporting body weight, or is this permitted?
