Ladders - hold rungs or stiles?

When climbing and descending ladders should we hold the rungs or hold the stiles? - This is a debate we have already held within our organisation with many strongly opposing views - Recognising that the correct method will depend greatly on the design of ladders in question ... in line with the procedures used by the fire authority, my company is opting for 'hold the rungs' (the rounds) on fixed ladders, as this gives horizontal support and makes 3 points of contact easier on ladders fitted with safety cages.... Any thoughts would be welcome.
