Controlling speeding vehicles on site - without bumps

We have problems controlling speeding vehicles on site - from delivery drivers /tanker drivers, contractors and employees.

The limit is 15mph, but vehicles have been travelling far in excess of this. Apart from inserting speed bumps which can cause operational problems around site has anybody suggestions on smart cost effective ways to tackle this problem?
