Training Requirements for Vehicles Onsite

Whilst we have special training for fork lift trucks, cherry pickers and other specialist vehicles, we also have conventional on-site HGV vehicles, which never leave site, and are not registered for the roads. These vehicles are driven by production staff, most of whom do not have an HGV license. Our site speed limit is 15mph. What do members regard as an appropriate level of training / certification?
