CDM Regulations and Internal Work within Existing Offices

Would any member care to share their experience in applying CDM regs. to internal office fitouts within existing offices.

Works are to be carried out by external contractors, to form internal offices by installing new partitions, rerouting cabling, redecorating etc.,

The premises are normally enforced by the Local Authority (not the HSE)and work should take less than 500 man hours. I understand the need to co-ordinate the project under the Management at Work regs., but should CDM apply and a Planning Supervisor be appointed?
