Use Of Stepladders

HSE Guidance requires that ladders are only used for light work of short duration and that a minimum of three points of contact are maintained at all times. How have members have addressed this? However, when applied to step ladders the three points of contact requirement would imply that even small two handed tasks like changing a light bulb would not be permitted.
