Waste Definitions

We have a by-product which, depending on commercial circumstances, we treat
as follows: 1. sell to other companies for further reaction and formulation into products. 2. react and formulate ourselves. 3. blend with fuel oil, and burn on site (for which we have IPC authorisation). 4. sell to another company as a fuel oil substitute. 5. as 4., but at zero price. 6. pay to dispose of as a waste. What criteria would other companies use to decide the point (from 1. to 6.)
