HSE management practices- effect of cultural differences

A member is currently undertaking research to understand what effect cultural differences have on the ability of an organisation to successfully implement their HSE management policies and procedures outside of the domestic environment. Can anyone provide material, references or in house experiences that may assist. Of particular interest would be any models / methodologies which perhaps are utilised to ensure both compatibility and success.
