Drug and Alcohol Abuse at Onshore sites in the Oil Industry

An Oil company writes:

"We are about to introduce a Drug and Alcohol Abuse Policy.

We wish to identify safety critical positions.

We have deemed all offshore positions safety critical but need to transparently identify onshore safety critical positions.

Has anybody got a methodology for this or is it down to judgement which is where we are currently?
