Incentivising construction contractor safety performance

A company is planning a major construction project. It wants to promote a high standard of safety by incentivising contract companies (not their employees) for good safety performance giving a proportion (say 10%) of the contract price - e.g. for a 1,000,000 job the contractor earns 900,000 on completion and
between 0 and 100,000 depending upon safety performance.

Focus is on high risk activities (e.g. work at height) and measure Safety
performance in terms of positive actions e.g. % adherence to safety rules/
key safe behaviours/ etc.

Have any SHEiiBA members implemented a similar scheme? What words did you
use to describe it in the contract documents?
what successes and difficulties have arisen?
