Fitting of winter tyres - risk assessment and policy

Members may have missed this question but at this topical time of year please take the time to review if possible:

What are company risk assessment findings and policy on the fitting of winter tyres? We have previously reviewed with an external party the fitting of winter tyres to cars and vans for the winter period. From the data that was available, the conclusion was that cold weather (winter) tyres would result in only a very small reduction of our accident rate during the cold periods.
Do any members have a policy or position on fitting of winter tyres to company cars and commercial vehicles? And if so:
is it the same for every type of vehicle and driver?
is it a risk based approach?
If they allow winter tyres for company car drivers do the drivers meet the whole cost?
If they fit winter tyres, was the decision based on a perceived operational need or a perceived safety need.
if it is for operational purposes, who would assess the operational requirement?
