Measures of visible safety leadership - quantitative measures

Have any other member organisations developed, considered or are aware of quantitative measures of visible safety leadership, particularly at operational and middle management levels?

We already include some relevant questions from the HSE survey climate (e.g. my manager supports me to be healthy and safe) but as we run the survey every other year, the data is only useful for measuring longer-term trends. The IoD/HSE document could be turned into a metric (similar to the defunct CHASPI) but this might be limited by being a quantification of answers to the various statements.

Thoughts are appreciated from other members of the network, particularly the benefits and unintended consequences of measures you have developed.
