Private cars for business use

Due to concerns of risk management, the company does not allow employees to drive their own private cars for business use. This is causing inconvenience to people and cost to the company in terms of hiring cars and using taxis.
How do you manage this in a large scale organisation to ensure you addresses the risk management issues but allow people to use their own cars and how do you audit the system or what management system do you have in place to reduce the admin burden on collecting insurance, mot, service records for these types of drivers?
